A Livable City

Mayor Richard M. Daley wished to retain residents in, and attract new residents to, Chicago. He tried to meet the demand for basic city services, improve the school and park districts, create cultural attractions, and address unexpected emergencies. Although he occasionally endorsed tax increases, he tried to avoid increasing the property tax burden beyond what residents would be able or willing to pay To do that, he revised the city government bureaucracy, sought revenue from different sources (sales taxes, state, and federal grants, etc.), and explored privatization efforts.
