By 1989, Chicago faced a number of seemingly intractable problems. A growing number of residents lost faith in the city's ability to provide basic city services and ensure access to education, police protection, and affordable housing. Chicago's economy was changing, too. Workers, business owners, and investors worried that the city might not adapt.
